Course Overview
The Four days training is expected to expose Chairpersons of Assembly Liaison Committees, in skills and tenets of managing Committees and their presidium.
Course Rationale
The course is specially tailored for Chairpersons of Liaison Committees in Assemblies. It’s designed to focus on effective management of committees with a precise focus on presiding. Legislative Committees undertake important roles in the process of law making and oversight and effective presiding by the presiding officers with the right skills and approaches are critical. The Course takes into consideration the role played by Chairperson of the Liaison Committee as the overseer of Committees in County Assemblies.
The Liaison Committee in the Assembly is responsible to approve Committee workplans and activities. It is also a clearing house and apex body which receives and processes sessional and half year reports from the Committees. Further the Committee ensures that Committee Chairpersons operate within the limitations of their mandate.
Objectives
At the end of this course the participants will be able to:
- Identify the rules of procedure in Committees;
- Describe the constitutional, legal and procedural provisions bestowed on a committee presiding officer;
- Evaluate the oversight mandate of the Liaison Committee over other Assembly Committees;
- Discuss the rights of witnesses appearing before Committees.
Target Group
The training will target Deputy Speakers and Chairpersons of Liaison Committees.

The Specific topics include:
- The Liaison Committee Mandate and scope;
- Business scheduling;
- The legislative presidium;
- Reporting by Committees; and
- Presiding in legislative Committees.

Course Overview
The programme gives a thorough grounding in the processes by which evidence based reports are created, managed and stored. Writing evidence based reports for effective delivery of strategic and operational goals is key. Reports are important for the creation and maintenance of records. The function includes many different but related elements, all with the goal of ensuring a true record of events in a company or organizational are maintained and security of the same is assured.
Course Rationale
Evidence based reports are important part of an organization that help to provide evidence inorder to make informed decisions. Reporting also enable decision making and problem solving in an organization based on the information presented, analyzed and discussed. A good reporting process is one that ensures that feedback and decision making can occur between organizations and contractors/funders. Reporting principles should be applied to any report preparation to ensure that both the writer and report user share a common understanding and interpretation of the report.
Objectives
The main objective of the training is to equip County Assembly staff with the knowledge and skills to develop, review and present well-structured reports to inform the decision making in the area of influence. The specific objective of the training is that by the end of the training the participant should be able to: –
- Identify common pitfalls in evidence based report writing
- Describe the basic outline of an evidence based Report in a legislative setting;
- Discuss the principles and elements of an evidence based Report Writing in a County Assembly setting;
- Design sample structure, layout and presentation of an evidence based report, for a legislature

The target group for this course is clerk assistants, Researchers, Hansard officers and other staff in the legislatures.
